NORSE is designed to keep the PML holder, the technical provider and the operating team inside clear roles — while making ore, recovery and responsibility easier to inspect.

THE CORE QUESTION

TECHNICAL SUPPORT — OR OPERATIONAL TAKEOVER?

The Tanzanian TSA model is intended to add technology, equipment, skills and capacity while the PML holder remains the licence holder and an active participant. In practice, the provider can end up supplying almost everything. That is where roles become blurred.

INTENTION

Keep the licence holder active.

The PML holder remains responsible for licence compliance, production, safety and active participation. Technical support should add equipment, know-how and training — not replace the licence holder.

PRACTICAL RISK

Responsibility can drift.

When capital, machines, personnel and daily operation migrate to the provider, the PML holder can become passive and accountability becomes difficult to see.

NORSE RESPONSE

Separate the functions.

RMS coordinates TSA delivery. NMT provides technical assistance, training and structured knowledge transfer. Tanzanian personnel progressively take greater operational leadership. NMC is being developed as a central training, testing and processing function, subject to the licences and approvals required in Tanzania.

TECHNICAL SUPPORT SHOULD BUILD CAPACITY — NOT REPLACE THE LICENCE HOLDER.

The structure should make responsibility easier to see, not harder.

A formal route becomes credible when miners, operators and authorities can follow the same material through the same documented control points.

Central processing, where permitted.

Ore can move into a controlled central process with registered intake, defined sampling, processing records and mass balance. Transport and processing must follow the permits and approvals required in Tanzania.

Physical first, where the ore allows it.

Where mineralogy supports it, NORSE prioritises gravity-based recovery. The NORSE gravity route does not use mercury or cyanide. Material with a mercury history requires separate, controlled handling.

NMT's role is designed to reduce over time: demonstrate and mentor, move into joint leadership, support Tanzanian leadership, then remain available on call when the local team can operate independently.
